A Joule is a Newton*Meter, double check the units whenever you're confused.
It's 20.60, the other answers are just tricks to throw you into a pitfall of "the unit has a "kilo somewhere so you multiply by a thousand".
Try to think about it intuitively outside of a textbook. You apply a certain amount of force(N) to move something a certain distance(m), which is work(N*m==J)

As stated, nothing in the problem is implying that Newtons = Joules, or that Joules are a unit of force (F). Joules are a unit of mechanical work (W), with mechanical work essentially being applied energy (E). It's also why energy (whether potential, gravitational, etc.) is in Joules as well.

It's important to recognise that when you multiply/divide two parameters together (say force (F) and distance (d)) you're also multiplying their units and you have to combine them to form a new unit. For example, speed/velocity (v) is defined as distance (d; in metres) divided by time (t; in seconds):
v = d/t
If you sub in the units for distance and time, you get:
v = m/s
So the unit for speed is metres per second, which is just distance over time.

This same principle applies to W=Fd. Newtons aren't equal to Joules because they both have different units:

J = kg m^2 s^-2

That ^2 on metres which is only present in Joules comes from multiplying Newtons (force) with metres (distance) in the formula W=Fd.
