NOBODY ever paid 90+% individual tax rates. there were so many exceptions, exclusions, loopholes and deductions that even in 1944 at the 94% peak individual tax rate, the effective rates were NOWHERE near that astronomical amount... just look at tax revenue to GDP and you'll see that it has been flat for about 70+ years
