Adults probably shouldn't do it unless it is a clearly defined disciplinary action. However, other kids should probably get more in the habit of throwing hands against each other. Most people need to get their ass kicked at least once to grow some self awareness.

There are different kinds of kids. There are some kids who can actually think, where hitting them is unnecessary and would be wrong, they can be talked through an issue and come out the other side having learned something. There are other kids who are barely human and more like animals, and if you watch how social animals discipline their young in nature, yes, it's through violence and it's what these kids need in order to learn.
It's wild seeing the difference between the two types of kids in a single classroom. I'm perpetually thankful I went through a private Catholic school which consisted mostly of the former since the latter were weeded out and sent off to public schools generally by the 2nd grade.

my dad never used picrel but in hindsight would have been much better. he used to always smack and spit into my face, pinch and lift me up by the ears while telling me how much he wanted to kill me. he did that regularly. It shouldn't be the first thing parents go to when attempting discipline but it is a tool in the toolbox. Honestly, it should rarely be used as much as people use it - I see people use it to correct mistakes rather than dangerous behavior which is exactly the wrong reason to use it. You can't beat out human error or carelessness as much as you think you can. Long term, it ends up just enforcing the fear of punishment rather than the enforcing doing the right thing. It's one reason why most people that come from homes with severe corporal punishment have worse societal outcomes.
It also should never be done in anger, under the influence, or in public, and should never be done with an object (flyswatter, switch, belt).

Should be taught as part of pregnancy preparedness, should also allow school nurse more autonomy to investigate possible abuse cases. Teachers nuns anyone looking to deliver requires a witness. Like with slaughter houses and the military a third party does inspection reports problems so any escalations occur gradually over time nothing instant. This does leave a hole in the home, but drawing the line on parents is not a good idea.
