In the places I've worked (engineering/manufacturing), they've had quite a bit of say. The only time there's really roadblocks is when you want to upgrade to a $1.2 million database or something, then you need to make your case. One comes from The Toyota Way. There was a part of the book where the workers on the assembly floor bitching about having to walk around or cart around parts to the next station. Management said "tell us where you want the machines and we'll move them there", so they all got together to figure out what was best for all of them and they moved the machines. Speed went up, costs down, and the workers were happy. They made this a rule; the workers say where the machines go. This also makes the investors happy, but they don't know shit or even care about where the machines are. Same with the CEOs.
