Superman is an amazing idea. You have a character who is physically unstoppable. But his problems cannot be solved with violence, however tempting it might be to just punch a guy in face.
Smallville walked the line really well. There were loads of plotlines where Clarks super powers were useless or would solve the problem in the immediate but make everything worse in the long term. There was one where his best friend was dating an asshole and he had to help her realize it without pissing her off and driving her further away. Another time his dad was being taken away by the cops because he was believed to have been violent with someone and they couldn't leave him in a house with a minor. I think it was child services that were called. Another time his friend got super powers and didn't know how to handle it emotionally.
Superman is about what if god were real, but also a person, how would you navigate life when every waking second you can hear millions of people begging for help. How much does he owe the rest of us?

The allure of Goku is his constant urge to improve by training which is something more tangible and relatable than "I become OP by looking at the sun".

Also, Goku has a single plotline that we travel along with him. Superhero tales get rebooted, retconned, retold and reimagined countless times, so it's hard to even define Superman's story or to get into it if you haven't been along for the ride for a very long time.
