The standardization of brightness in HDR is the stupidest thing ever. There's no good argument for content having "correct brightness", no display can get even close to realistic outdoor brightness, and perceived brightness depends on viewing conditions anyway. What current HDR does is it arbitrarily brickwall-limits highlight detail based on the capability of the display, which is so stupid that display manufacturers refuse to follow it and taper off the cut in their own custom curves, which makes real-world HDR applications extremely non-standard.
What a better HDR standard would do is standardize RELATIVE brightness values like sRGB gamma curves do but with sliding scale of possible curves to better fit high-end and low-end displays, with some agreed algorithm. The user could adjust the range of shadow and highlight detail according to their display capability and viewing conditions to a setting where the average brightness looks appropriate. The rest of the display's capability can then be allocated for the HDR detail based on these agreed upon curves.
Actually, the above suggestion is kind of like how brightness sliders work in games. To get the most out of your monitor, just max out the brightness (unlocking the maximum dynamic range for bright highlights) and adjust game brightness down to appropriate level (the highlights will still likely max out the brightness). This completely ignores saturation and color spaces though, again all monitors having different capabilities. Also, HDR monitors usually allow conditionally blasting higher brightness when in HDR mode than what it gives you for static brightness setting.
Also, HDR on LCD is a joke because of limited contrast, it's basically just a way to trade shadows (which were already bad) for more range in highlights.
