It's pretty simple: Nobody wants to pay artists what they're worth. This problem is so bad that often times even with such a simple style as portrayed the American artists/western artists will just storyboard the main idea for the episode and then the big wigs of the company send the board off to some foreign country to actually animate the cartoon. The whole idea here is to pay pennies on the dollar and the more complicated the art style the less pennies saved on the dollar.

Traditional 2D animation is *especially* expensive. So if the studios are all churning out simple art styles and are sending them off to the same foreign animation studios which can basically be like a little sweatshop... it creates this mini-conspiracy of common interest where now all the cartoons kinda look like that.

Now there are upsides to this, it's not all just downsides.

For older cartoons with far more complex art styles? You'd see a lot more scenes of their bodies "cut off" to do close ups or so you wouldn't have to draw their feet on the floor to "short cut" the animation process. Action scenes usually had notably shabbier, more simple, drawings to make the animation go easier. For the really flashy cartoons? Maybe the art studio would draw an entire sequence of a signature attack for a character and then play that *exact same* sequence as the "climax" of the episode every single god damned time. With a more simple art style? It's easier to put in full-bodies and just spontaneously have a character spring to action. That's the long and short of it.
