We actually can do that easily, Timothy Pickering in discussions with Alexander Hamilton used the term Predatory Incursion, specifically referring to triggering this law, when talking about raids on Richmond from Benedict Arnold. The term in that case was literal, it meant an act of war without a declaration, that is, using arms to directly combat the militiamen of Richmond.
Noah Webster’s Compendious Dictionary of the English Language, published in America in 1806, defined “invade” as “to enter or seize in a hos-tile manner”; an “invader” as “an assailant, encroacher, intruder”; and an “invasion” as a “hostile entrance, attack, assault” (Webster, 1806/1970).
This makes it very clear that the defining feature of an Invasion to the founders was hostile actions, the taking of land, the attack of persons with some level of military force. Even if the government of Mexico said they were sending immigrants here directly, it wouldn't qualify as a war until Congress declared it as such, because it cannot qualify as a predatory invasion, unless you use the non-literal meaning of invasion not used commonly at the time of the bill's writing.
So, in this one case, Republicans do away with Originalism, and interpret the words "Invasion" and "Incursion" the way we would use them today; as a non-literal description of an act of entrance to somewhere.

Language manipulation is a key part of the playbook on the left. It is one of their most effective tools to make their arguments and comes straight from the elites. Trying to remove the meaning from the term woke is an extension of that methodology. In reality, they also know what people mean when they say woke, but they are attempting to cause confusion and pretend that the associated issues are all made up. They do not use these same word games with things like Christianity, for example, even though the line as to what makes something Christian is not well defined either. (Mormons? Jehovah's Witness? Holiness? Christo Iglesia?) We all know what these mean, even if the exact line of where it is is questionable. Porn is another example.
Some other examples as to how the left has successfully manipulated language:
Changing the definition of racism so that it is ontologically impossible for whites to be victimized in the same way as others
Justifying feminist actions by using the "equality between sexes" definition
The free use of the word "fascism" to describe any sort of moral standard they disagree with
Giving a positive connotation to the word 'equity' even though it necessarily implies discrimination

Woke is slang that just means the opposite of being 'asleep', i.e., paying attention to what's happening politically and being ready to act/protest etc. I don't know when the right latched onto the term, but it's definitely become something the right says more than the left ever did. To my understanding, it's become more of a branding term for the right now, a vibes-based term meaning pretty much "any progressive-like stuff around race or gender" used to mock the left, but the mocking kind of falls flat when the right are the only ones using the term.
Woke was a black thing for many decades which meant "understanding how systemic racism affects black communities."
